Can deacons bless things?

I know deacons receive the same sacrament as a priest does, but doesn’t get the full effect. Since he doesn’t get the full effect, does that mean deacons can’t bless things?

Hopefully one of the deacons will answer this.

It is my understanding that he can give some blessings, but cannot give others. I don’t have a reference for this; so don’t know what the limits are.
