Can devils create storms/typhoons on their own?

Angelic forces (which includes the demons) are not capable of doing anything without Divine consent.
When a soul willfully abandons themselves to depravity, God will consent for the demons to have power over them, in order that they might be saved in the end.
God possesses sovereign mastery over creation. So if a devil created a storm, it would be via the consent of God, which is theoretically possible.
God can and will and does use both wicked men and unclean spirits as unwitting instruments in the building of His kingdom. This does not mean that it is God’s will for them to be evil, but that - to their frustration - God can still use them.

Just to clarify.
If evil has territory it is more free to act.
When the evil angels fell they lost their authority or standing with god but they kept their power.
When a nation turns away from god his hand of protection lifts from that nation and the evil angels can swoop in and do their mischief.
We know that in the bible the Holy Spirit is the restrainer that holds back evil so that it cannot to evil or as much harm as evil would like to.
We know that the antichrist can only appear once the holy spirit no longer is present.
When the gospel has spread to the whole world and the seven year period of time, Daniels 70th week, the seven year peace treaty on Israel with the antichrist starts, it is game time.
3.5 years of “peace and security” the. 3.5 years of “great” tribulation.
During that time the false prophets and the antichrist will perform all the miracles that Jesus did (but they will be deceptions) through the power and agency of the fallen angels.
Even some of the elect will be deceived.
Ponder that.
So people better start living the five stones to the hilt so they can stand in that evil day because it is coming real soon.

The reason I asked this is because I read something before wherein fallen angels can indeed create storms/calamities, but it is also said that prayers can stop these calamities.
I also read something in the book ‘Divine Mercy in My Soul’ wherein Sister Faustina said the Divine Mercy Chaplet and the angel of God who was tasked to destroy a city as a chastisement was suddenly stopped and rendered powerless against this prayer.
If this is so, we can also stop evil spirits from carrying their evil intentions by this Divine Mercy Chaplet.

Yes. The angels in Heaven cannot reject God and the angels who fell cannot again accept God.
They had a one time chance to accept or reject God.

That is not an effect of their will, but rather a limitation based upon their nature.
I think angels and men are alike in that neither of us can do anything without divine consent, yet, people always bring it up when talking about demons.

Weather patterns ,including storms & Drought are caused by earthly things like tidal forces , high & low air Pressure , not by Demons,.

It is my understanding that the good angels do God’s bidding and have the power to act on those forces according to God’s will.
