Can Extraordinary Ministers receive the Blood of Christ even when the congregation isn't receiving it?

Our new priest has stopped administering the blood to our extraordinary ministers at the daily mass where the congregation doesn’t receive it.
 
I don’t think there’s anything that explicitly forbids such a thing but I don’t know why the presider would do that. It makes the most sense that if the congregation isn’t receiving the Precious Blood that the other laity would not as well. Otherwise it gives an impression that the EMHC are some kind of concelebrants. In my personal opinion, what the priest has chosen to do makes sense.
