I really think you are asking these questions in the wrong context. You have to keep in mind two critical aspects of God’s actions, neither of which apply to actions by humans:
God is truth and therefore all He does is–must be– just.
The context of all of God’s actions is the totality of a being’s existence as seen from the point of view of eternity, i.e., outside of time as we experience it and including what for us is the future consequences of His actions.
Given those two facts, do the terms “murder” and “genocide” apply at all?
