Can I Attend Mass at an "Independent" Chapel?

I’m sorry that this post is so long. I am trying my best to concisely convey all the necessary information.

I am a person who is spiritually inclined to attend only the EF (Traditional Latin) Mass. Diocesan churches have the TLM on Sundays but not during the week. I heard that an independent chapel had daily TLM, but I did some research since I had heard some bad things.

It turns out that there is a letter that Rome responded to in regards to *this specific chapel *(wdtprs.com/blog/2012/05/fulfilling-mass-obligation-at-sspx-chapels-has-there-been-a-reversal/). In the letter, the question is asked:

‘Does a Catholic sin by assisting at Holy Mass at the aforementioned “Friends of the Society of St. Pius X” chapel?’

Rome responded:
‘Negative, unless the Catholic substitutes it for his Sunday obligation.’

It is important to note that once this letter from Rome became widely spread, the Society immediately cut ties with this independent chapel (since the letter mentions the mass not fulfilling a Catholic’s obligation). Even so, the priest’s status is exactly the same, and nothing has changed other than this title being revoked.

After this I thought the matter was settled, but I recently was informed by the chancellor of my diocese (through a priest) that it is a grave sin for a Catholic to attend this Church due to the priest’s status. I mentioned the letter from Rome but it was not acknowledged.

Unfortunately, it is true that the priest is not under the local bishop and is actually from a faraway diocese. His faculties to hear confessions and preach have been removed, but he is still permitted to say mass. He does not conform to a sedevacantist mindset.

Who do I listen to? Rome has said that this particular chapel may be attended without sin, yet my chancellor (and thereby the bishop) has said it is a grave sin. While I want to do my best to avoid sin, I also would like to be able to attend the TLM in order for my spiritual inclinations to be satisfied. While I do not support the priest’s status, I want nothing more than to receive our Lord during the week. What do I do?
