Since you are a baptized Catholic above the age of reason, as long as you are properly catechized about sin, the necessity to confess in kind and number all mortal sins committed after baptism, and are prepared to make a good confession by making a thorough examination of conscience and are contrite for all of your sins, you have a right to the sacrament. In fact, I would argue that you are bound by the precept of the Church to confess one’s sins at least once a year, so make the necessary preparations and by all means, go!

(From what I read of his other postings, he was baptized in a Protestant church and is currently not practicing any religion outwardly, although inwardly, as you already know, he considers himself a Catholic - he hopes to begin studying the Catholic faith beginning in September. He does not yet have a parish, nor has he yet acquired the habit of attending Sunday Mass - he attended his very first Mass a few weeks ago, but hasn’t been back again yet, for various reasons.)
