Can I preside over my friend's wedding?

My Christian, non-Catholic friend is getting married next summer, and he doesn’t have enough money to pay to have his ceremony at a church building with a minister. He asked me if I would be willing to marry him and his fiancee, as he sees me as someone who has had a big impact on his spiritual life. He said he knows of people who have become certified to marry others by applying online for free. As a Catholic, I told him I would love to, as long as I am allowed by the Church to do so. Am I allowed to do this?
