Can I sacramentally marry without a civil union?

Can I receive the sacrament of marriage without the civil union? My fiancé collects disability. If we marry he will no longer be able to collect this benefit he feels entitled to collect. Although he is Catholic, he cannot believe that God will provide more than enough to sustain us.
 
I’m very sorry, but what your fiancé is proposing is a form of fraud. It is certainly not sufficiently grave reason to marry in the Church without civil recognition of the marriage. I can only recommend that you ask yourself if you truly want to marry a man who cares more about a financial “entitlement” than he does about making a life with you.
