I’ve been asking myself this question for a few years now. Certainly there must be at least a few on death row who are Catholic and who would benefit from it.
Yes, of course. If a death-row inmate is Catholic, or interested in becoming Catholic, and is facing execution, he should ask for a visit from a Catholic priest for the purpose of receiving last rites (confession, anointing of the sick, final Communion).
