Can lay Catholics command for example:
- Satan/Demons to leave their home and not to return in Jesus Name?
- rebuke Satan in Jesus Name?
These are complicated questions which can’t be answered, yes or no, without qualification.
In general, the answer is yes to both. But not just any lay Catholic. However, Catholic history is replete with lay Catholics who have commanded Satan to leave in the name of Jesus. All you have to do is search the history of the Saints. St. Faustina comes immediately to mind.
(You might object that she’s a nun. But nun’s are lay Catholics. There is not a rite of ordination for women. Thus all nuns are examples of very faithful, lay Catholics.)
In religious organizations, the laity consists of all members who are not members of the clergy, usually including any non-ordained members of religious institutes, e.g. a nun or lay brother. … In the context of specialized professions, the term lay is often used to refer to those who are not members of that profession.

Catholics who are Catholic in name only but have no true devotion or faith in God, should think twice before using the Lord’s name in vain.
Acts 19:13 Then certain of the vagabond Jews, exorcists, took upon them to call over them which had evil spirits the name of the Lord Jesus, saying, We adjure you by Jesus whom Paul preacheth.14 And there were seven sons of one Sceva, a Jew, and chief of the priests, which did so.15 And the evil spirit answered and said, Jesus I know, and Paul I know; but who are ye?
16 And the man in whom the evil spirit was leaped on them, and overcame them, and prevailed against them, so that they fled out of that house naked and wounded.
