Ashes are not a sacrament. They impart no grace. Ashes are a sign of our mortality and need for repentance. Of their nature there is no inherent need for full communion with the Church to receive them and I am unaware of any Church document that restricts the reception of ashes to Catholics alone. Therefore there does not appear to be any reason that a non-Catholic couldn’t receive ashes.
