Can only Latin Rite priests become Pope?

Within the Catholic Church there are several rites and it says in the Catechism that all of the rites that are in union are fully Catholic. Byzantine, Ambrosian, Latin, and other rites are all fully Catholic although they celebrate liturgies that vary and follow some different traditions. Are only priests who belong to the Latin rite able to become Pope or is it possible that an Eastern rite priest, in full communion with the Church, could become Pope? And can you explain the reasoning?
