Although some popes such as Pius XII have had pets in the past, according to this report birds and animals are not allowed in the Apostolic Palace today. But if a pope wanted a pet, I imagine that he could change the rule if he wished. If he does not, it may be that he would not wish to inconvenience others, who would be called upon to assist him in pet care and in cleaning any messes made by the pet.
