Can Priests give Plenary Indulgence?

At our retreat the priest said he was giving a plenary indulgence to all who come to the last day of the retreat.

I am assuming that he has authorization from his superior to do this.

Can anyone correct/enlighten me?

It might have been a joke, as his superior would have to be the pope.
 
Maybe he was being a little fast & loose to take credit for “giving” the indulgence, but if, for example, he planned to have a public recitation of the rosary, there is a plenary indulgence attached, no? (In conjunction with the usual conditions)

  1. *] All Plenary Indulgences require sacramental confession & communion unless a person is legitimately unable to fulfill this requirement. Additionally, prayer for the Pope is required along with beign free from all sin and attachement to sin.

    *] Anyone who attends a 3-day retreat and fulfills the conditions listed in #1 above, earns a Plenary Indulgences.

    *] Anyone who publicly recites the rosary and ulfills the conditions listed in #1 above, earns a Plenary Indulgences.
