if they are not Catholic?

In the church that we (DH) are parishioners of, usually the read is also a EM. Since I cannot partake of the Sacrament, I suppose I cannot distribute it, either. That would make sense.
 
Generally speaking, no. Not only must one be Catholic, they must also be in good standing.
