Can someone explain to me who Fr. Khoat is and what is the "Church in Eclipse" about?

It seems to be another group of Highly Traditional Catholic that are similar to the SSPX who have ugly things to say about our Pope and the Church. How does the Church view these people and what specific area’s of departure do they have with our One Holy and Apostolic Church? Can anyone fill me in?
