Perhaps Gods plan was for the man who was shot and didn’t want the Nazis to catch him, was suppose to convert all of them? The people with him made a decision based on their consciences. It might free them from culpability, but it doesn’t necessarily make it not sinful. The conscience can free a person of the punishment due to a sin but I don’t think it can remove the sin. I could be wrong though.
