Can the Bishop make an exception to the Redemptionis Sacramentum?

Yesterday our parish invited a lay missionary up to speak instead of a homily right after the Gospel. It appears to me to be a violation of #74 in the Redemptionis Sacramentum.
This is the response I received from our pastor.

At a normal parish they would speak after Mass, but since we have a bare half hour between Masses we have permission to allow them to speak in place of a homily. Bishops can allow this under unusual circumstances.

Does the Bishop actually have the authority to make this exception?
