Can the Church ever permit contraception?

During a recent Bible study class, we were discussing how comforting it is that the Church cannot change established doctrine. She cannot some time in the future say that it’s OK to use contraception. One of the members of the group is our DRE for grades K-8 (we don’t have a school, just a CCD program). She stated that the Church has never made an infallible determination as to this issue and could at some point say contraception is permitted, although that would not be likely to happen. That set me back on my heels. I researched and know that “Humanae Vitae” was the defining document as regards this issue. But the Catholic encyclopedia at newadvent.org states “…an encyclical does not necessarily constitute it an ex-cathedra pronouncement and invest it with infallible authority.” It seems to me that this is doctrine that has been held by the Church for almost 2000 years and that she would not tomorrow or any other time say “Oops! We were wrong. It’s actually OK to do that.”
