Can the confiteor be removed from Mass?

We have a new ‘administrator’ who no longer prays the confiteor before the Kyrie.
I’ve read the GIRM and the Adaptations for the U.S.(2001).

There seems to be no ‘permissions’ to leave it out? And it IS in the GIRM prior to the Kyrie.

Can you please respond with documents/links. Thank you

Dear Angels,

I don’t know where you have been. But ever since 1974 the Confitior has been one of several options. The priest is never obliged to use it, although it is most appropriate during penitential seasons.

The directive is: " A pause for silent reflection follows. After the silence, one of the following three forms is chosen:". The third form has eight further options.
