Can the Creed be skipped at Mass?

The last three Sundays at my church (a cathedral) have seen the Creed eliminated from the mass. On one of those days the Bishop himself presided. I know the Nicene Creed can be substituted at times with the Apostles’ Creed at mass. However, can we just skip saying either of these prayers altogether?
