Can the EF be celebrated in English?

I have gone to TLM about three or four times. I often wondered if it is allowed to be said in the vernacular?
 
No, never, not at all, nope, nada. The only things allowed in the vernacular are the homily and, if the priest so chooses, the readings. Although priests rarely do the readings only in the vernacular. If they do vernacular readings, I’ve found they do it after they read them first in Latin.
