Can the faithful who are not receiving Communion still go up for a blessing?

I recently read that it is not acceptable to go into the Communion line for a blessing if you are not going to be receiving Communion. This is the first I have heard of this. It is common practice at our church to do so, even though I don’t practice it. Many Protestants who have Catholic spouses get a blessing this way.
 
I know of no restriction that states that those who are not receiving Communion should not enter the Communion line for a blessing. Possibly, the source you mention was concerned about non-communicants receiving blessings from extraordinary ministers of holy Communion (EMHC), a problematic practice. Non-communicants seeking a blessing should enter the priest’s Communion line, not one belonging to an EMHC.
