Can the GIRM be considered to be Rubrics?

When I think of “rubrics” I think of the instructions in red that are found in the Sacramentary. I have seen the the General Instruction of the Roman Missal (GIRM) equated with rubrics. Is this a valid equate?

To the best of my knowledge there is no version of the 1975 Sacramentarythat is available online. A revised Sacramentary is not yet available in English for the 2000 Roman Missal.
 
The GIRM are the official rubrics. The rubrics in the Missale Romanum are taken directly from the GIRM.
