Does the pope have the authority to let women become validly ordained priests?
 
No. The pope is the supreme guardian of Tradition, not its master; and the 2,000-year Tradition of the Church clearly indicates that women cannot become priests. Any attempted ordination of a woman by any bishop, with papal permission or not, would be objectively invalid.
