Can the priest decide not to offer us both species in Communion?

Is a Priest allowed to remove the Chalice of the Precious Blood from the faith community ? A Priest in a local parish stopped allowing his parishioners the opportunity to receive the Precious Blood because Eucahristice ministers had spillage during the presentation.

This would appear to be a teachable moment and does not seem like the Chalice should have been removed from the faithful.
