Can the Statue of Our Lady of Fatima be placed on the altar?

Can the staue of Our Lady of Fatima be placed on the altar on her feast day for recitation of the Rosary? The altar is draped in a lace and blue cloth, and decorated with flowers, then the statue is placed there for vocal recitation of the Rosary. This is done prior to Mass and without the priest beng present.

Yes just not during mass. Also, unless you have the spanish indult blue cannot be used as a liturgical color in the latin rite for feats of Our Lady.
 
If the altar can’t be draped with blue what would you say about a multicolored quilt being used on the altar which happens at least once a year for Easter celebrations in our local church? The pastor has a penchant for decorating.

That is also not allowed. The altar can only be draped with a white cloth during the whole of the liturgical year and no other color is allowed. However, that is the cloth on the mensa “table top.” It is possible to have a drapery around the base of the altar but the dominant color of that base drapery should be consistant with the proper liturgical color according to the time of year or event demanidng a particular color.
