A Catholic had divorced and remarried outside of the church, but the ex has since passed away. What options does one have to re-enter into full communion withe the Church?

Can the new marriage be blessed and the Catholic spouse return to the church without the other spouse wishing to convert or be remarried in the Church?

Once one of the spouses passes away, the other is free to marry again. Therefore the Catholic in the situation you describe is able to have his current legal marriage validated (i.e. “blessed”) in the Church.
The Church never requires the non-Catholic spouse to convert in order for the couple to be married in the Church.
