I am wondering about a scenario in which one individual was baptized into the Catholic Church and whose godparents have not been acting as such for many years. This person may have two individuals selected as a kind of ‘adopted’ godparents. The second individual is in the process of entering into the Catholic Church and would select the same two individuals as their godparents. Could these two people then get married?

Yes, Godparents are not considered actual parents. There is nothing to prevent two people who happen to have the same Godparents. The only thing that matters is if they are actually related by blood or marriage.
