Consider 1 John 4:8, “God is love.”

If God is love, then no, we can not control love.

You stole my answer. 😛

Obviously we cannot control God, Who is Love.

But we do want to avoid the popular notion that love is some nebulous feeling that blows where it wills and we are powerless to resist. To love another person is a choice of the will.

I think we do control love, but in ways we may not understand.

At least we partly control the love “experience.” The way we perceive love. We control this by conscious changes in how we think. Many people though I think don’t do a very good job at it because I think a lot of it is subconscious communications which can betray how sincere we are.

We control love in as much as we chose to love or not, as we chose to give our lives for the other in unselfish outpouring of ourselves for those around us or chose to indulge our own selves at the cost of others.

There are different types of love. The whimsical emotion is not controllable.

The action described by St. Paul in 1 Cor 13 can be chosen, thus “controlled”. However, it is more accurately described as a freedom.
