Hello, I’m confused about meat on non-Lenten Fridays and substitute penances. It seems it’s agreed that eating meat is OK, but do we need to substitute a penance? On one hand, I’ve seen an article from Jimmy saying no, we’re don’t

As I understand it, this obligation binds gravely. Is a Rosary a sufficient substite if one has already eaten meat? Thank you!
