Can we miss weekend Mass in bad weather?

Suppose there is snow and / or ice out. The roads are not yet clear. Troopers are asking the public for no unnecessary travel (TV quote: “If you don’t have to go out, stay home.”). But Churches are open and Mass is offered. How does this affect our weekend Mass obligation?
 
Public safety should always be observed. If road conditions are hazardous and public officials are advising people to avoid unnecessary travel then people should not drive to Mass. Many parishes still offer Mass in inclement weather because some people are within walking distance of the parish.

When getting to Mass places yourself or others in danger the Sunday obligation is dispensed.
