When a woman clergyperson officiates at a Protestant wedding, is the marriage valid?

Yes. If both parties are non-Catholic Christians not bound to follow Catholic marital law, then the marriage of two non-Catholic Christians is presumed to be both valid and sacramental. The Church has no vested interest in who presides at a non-Catholic ritual, especially a marriage ceremony in which, if Christian, the bride and groom confer the sacrament on each other.
