Can you clarify Sunday Mass obligation?

I was brought up that Sunday or Saturday vigil one must attend mass under penalty of Mortal sin. Also, the ten commandments say, keep holy the Lords day. Several people tell me that church on Sunday is optional and no sin is committed if you do not go. Can you clarify this for me please.
