Can you create a new title for Mary?

My husband and I are considering opening a Catholic retreat center. We’d love to name it after Mary. Could we name it, for example, Our Lady of Pennsylvania, or some such thing, or would we have to get permission from someone to give her this title? Could we commission a statue of her with this title?

Also, our center would have a chapel. What steps are necessary to get a place consecrated as a place where Mass can be held, and could we keep the Eucharist in the tabernacle or monstrance at all time?

I’m just not sure who to turn to!
