In other words, is there a purpose for the picture being taken?
Which photo gives the best view of the water level or are you asking which is the best picture showing the photographer’s ability to capture a sunset?
 
I really like the composition of no3. Beautiful capture of the fading light too.
 
Number 3 . The fading sun light glowing in the back ground and dancing on the water.
