Can you pray to people in heaven that aren't declared Saints?

If I wanted to pray for the intercession of someone that has passed away that I believe is in heaven, but has not been recognized as a Saint as a church, is there anything wrong with that? What if the person you’re praying to to ends up not being in heaven for whatever reason?
 
Yes, we can pray to those who are not officially declared Saints. After all, one of the requirements to be named a saint is that someone’s prayer was answered based on that individual’s intercession in heaven. If we could only pray to officially declared saints then this requirement for sainthood could never occur. And, of course, the Church enjoins the prayers of all saints (declared and undeclared) on the Feast of All Saints.

The Church however only officially sanctions and encourages prayers to declared saints to avoid problems that might occur in venerating someone whose life was quite less than holy.
