Can you wear a brown scapular without it being blessed or your being enrolled?

Really? I just wanted to be sure because I had read that the scapular is a sacramental. I didn’t want to risk doing something that might constitute a wrong action in that sense.
You can wear a scapular without it being blessed. There is nothing wrong with that. It would be better if it were to be blessed but it is not obligatory.
 
Can a priest refuse to invest you? I thought that any priest could, although apparently to get the “full benefit,” you need to be invested by a priest who “possesses the faculties.” How do you know if a priest possesses the faculties?

Reserved blessings have been all but done away with. From Sacrosanctum Concilium;
  1. The sacramentals are to undergo a revision which takes into account the primary principle of enabling the faithful to participate intelligently, actively, and easily; the circumstances of our own days must also be considered. When rituals are revised, as laid down in Art. 63, new sacramentals may also be added as the need for these becomes apparent.
Reserved blessings shall be very few; reservations shall be in favor of bishops or ordinaries.

How do you know if a priest possesses the faculties?

Of course, by current legislation, any priest or deacon has the faculty to bless scapulars and enroll the faithful in the Scapular Confraternity. The privilege of blessing scapulars has always belonged exclusively to those who have a right to confer liturgical blessings i.e. those in the Orders of Bishop, Priest, or Deacon.

Due to his views on Fatima, Father Gruner was suspended from his priestly functions, and declared “vagus” (wandering) priest in 1996. So my friend was kind enough to offer me a brown scapular, which I accepted. I’m thinking of seeing how the prayers associated with it fit into my present prayer schedule and until I find a way that works, I don’t want to enroll into the confraternity. Could I wear the scapular without being enrolled and without it being blessed?
There is not an association in the Church that refuses it’s members the wearing of the scapular.

I don’t think it was his views on Fatima that got him suspended. It was his refusal to be incardinated into any diocese in either the United States or Canada. Priests and religious don’t just wander off on their own. They are given an assignment by the bishop .
