Candles on the Altar...Canadian Question

I’m a new parishoner in a small mission parish in rural Manitoba; I was suprised to see only one candle on the altar. I talked to a few people from the parish and they said they’ve always had only one candle. Are there any of my Canadian brothers or sisters out there who could point me in the right direction?
I’ve search this thread and found the reference to the GIRM regarding the number of candles on the altar as the following:

*The Articles to Be Prepared

1. The altar is to be covered with at least one white cloth. In addition, on or next to the altar are to be placed candlesticks with lighted candles: at least two in any celebration, or even four or six, especially for a Sunday Mass or a holy day of obligation. If the Diocesan Bishop celebrates, then seven candles should be used. *

My question is, does this apply in Canada? This edition of the GIRM was approved for use in the United States.

The Latin IGMR (on which all translations are based) says:
117. Altare una saltem tobalea albi coloris cooperiatur. Super ipsum vero aut iuxta ipsum duo saltem in omni celebratione, vel etiam quattuor aut sex, praesertim si agitur de Missa dominicali vel festiva de praecepto, vel, si Episcopus dioecesis celebrat, septem candelabra cum cereis accensis ponantur.
The minimum number is two.
