May all his loved ones who predeceased him be there to meet him, and may the multitudes whom he shepherded, baptized, annointed, confirmed and ministered to, follow him into the Heavenly land with Christ, the Blessed Virgin Mary and all the saints.

I thought bishops were not typically made cardinals if there was already a cardinal in that diocese. How then was Cardinal Dolan elevated to that title?

I think due to the size of the New York Archdiocese and it’s important role in Catholicism, it is generally customary to elevate the presiding Archbishop to the rank of Cardinal at some point. The same applies for other major cities with large Catholic populations, like Boston, San Antonio. Los Angeles and Chicago (I know the Archbishops of the last two cities are not Cardinals but I wouldn’t be surprised if they get that appointment at some point in the future).
 
Also, he is the 1st Archbishop of New York to have retired. All his predecessors died in office.

While there is no hard and fast rule, one practice in that regard was to wait until the retired Cardinal reached the age of 80 and was therefore no longer eligible to participate in a conclave. Having two electors from the same city is a bit unseemly. Washington, D.C. is another example of two living Cardinals but only one is able to participate in a conclave.

In the case of Cardinals Egan and Dolan, Dolan’s elevation to Cardinal took place a month or two before Egan reached 80 years. Close enough, I guess…
