As I noted earlier, I don’t think that is accurate. The good cardinal merely said that the goal of limiting and ending war needs to be taught.

Jesus gave us the Church’s just war doctrine. We have no authority to take away what He has given us.

Here is what was actually said. It appears that consideration might be given for the abandonment of the Just War Doctrine altogether.
