After reading the article, that’s how I think they intend it to work. If I’m correct, then I agree that it’s a good move.If it is implemented after the incident has been resolved and found that it was racially motivated, then I think it is fair, because it was a waste of resources.
Yes. That and it can be used to waste resources on an investigation into whether a criminal was reported solely for his race. Sort of like if a member of a minority gets fired and claims racial discrimination where none existed and they were just a terrible employee.Given that successful prosecution will have to prove deliberate intent I think it will be rather difficult to prosecute successfully.
