Casting lots, does this mean Apostolic succession is from this old custom

is the casting lots in Acts based on the custom of priesthood referenced in Luke?
 
κλῆρος, kliros, broken bits.

From Strong’s concordance:

An object used in casting or drawing lots, which was either a pebble, or a potsherd, or a bit of wood.

The lots of several persons concerned, inscribed with their names, were thrown together into a vase, which was then shaken, and he whose lot fell out first upon the ground was the one chosen.
 
Who Popes?
Papal succession has to do with Ordination and persons chosen being properly ordained.
Yes, the Holly SPirit inspires the selection, but I don’t know if the Hebrews thought God appointed their rabbis.

Fun fact: that one mention of casting lots at the beginning of Acts is the last time lots are used in Scripture. Shortly after, the apostles receive the Holy Spirit on Pentecost and rely on His guidance after that moment 🙂
