There is a book out by Taylor R. Marshall, The Catholic Perspective on Paul, but that is more a work of apologetics. I have a Catholic Scripture commentary that is very informative regarding the historical contexts of Judaism that Saul would have grown up in, and Corinth and Ephesus and the other communities he wrote and ministered to, but I’d like something with narrative flow. It seems that at some point in 1900+ years there would be really good Catholic scholarship that was at least one time summarized in a well-written manner.
 
A few years back during the “Year of St. Paul”, Pope Benedict devoted his Wednesday audiences to St. Paul. They are available in book form:

I don’t know that this has the narrative flow you are looking for, though.

That’s a good book, but no, not really what I’m looking for. There are a few Anglican bios but I haven’t seen any Catholic ones. I’m surprised.
 
You might try two works by the Abbe Constant Fouard.

I have the second volume translated in English as “The Last Years of St. Paul” translated by George F.X. Griffith

New York: Longmans, Green, and Co. 1906.
