Catholics can be given permission to marry a Protestant before a Protestant officiant.

They can get a dispensation to marry a non-Catholic outside the Catholic Church “in another suitable place.”

Close, but not quite.

The dispensation is “from canonical form” to be married by a non-Catholic officiant. That might even happen inside a Catholic parish church building.

Example: Catholic bride, Episcopal groom, Episcopal officiant, Catholic church building. That would need permission for mixed marriage and dispensation from canonical form. Change that to Episcopal building and it would be the same (see my last paragraph).

The permission is given to hold the wedding “in another suitable place” other-than a Catholic parish church building. That permission (not a dispensation) would apply to a non-Catholic building, a secular building, outdoors, or even a Catholic building that isn’t a church (such as a shrine, college chapel, or the parish hall if need be).

Aside: the dispensation from canonical form (if such applies) includes the permission to hold the ceremony in other-than-Catholic-church, even though its often given anyway, because the “part” is included in “the whole.”
