Catholic church prohibits priests to marry?

it is said that a Bishop must be a husband to one wife as 1 Timothy 3:2 says

what does the verse mean? is it to be taken literally that priests/bishops should marry?

1 timothy 3:2 A bishop then must be blameless,** the husband of one wife**, vigilant, sober, of good behaviour, given to hospitality, apt to teach
This simply means that IF a bishop is married, it must be to ONLY one wife, as polygamy was very common in biblical times. It does not rule out celibacy.
 
Will a priest from the Latin rite(unmarried/celibate) resign as a priest if he wants to marry?

As Chris has said, the priest would have to be laicized (if he wishes to continue living fully as a Catholic). Keep in mind, though, that ALL priests, including Eastern Catholics and Orthodox are not free to marry once they are ordained, so it would not just be celibate priests of the Latin rite would would have to be laicized in order to marry.
