Are there any books out there about a breif discussion of all the councils the Catholic Church has ever had?

Good question. There’s a 64-page booklet that’s been helpful to me:

George Twigg-Porter, S.J., What About Those Councils? (Queenship Publishing); ISBN 1-57918-051-5.

At the end, the author includes a concise bibliography on the subject, which lists several further sources on the councils. Hope this helps.
