While all those countries named may have a high Catholic population, can any be said to have a Catholic government? Is Catholicism the official state religion anywhere outside the Vatican?

I don’t think so.

40 years ago, many nations had Catholicism as the official state religion in Latin America as well as Europe. That is definitely not the case today.

The Vatican has had no problem with countries eliminating the privileged status the Church had in recent times.

I think you’re correct based on what I found online. I was surprised by the Wikipedia article on state religions which lists these:
