Tried searching for this, couldn’t find anything.

Here’s the scenario:
My sister, Catholic, is marrying a Lutheran. Can he receive Communion if he professes Catholic Faith in the Eucharistic teaching of the Church? I remember reading this is the only time a non Catholic could receive at Mass?

No , a non catholic may not receive communion at a Catholic Mass even if it is his wedding. Unless, there are extremely strict circumstances.

In fact, when a Catholic marries a Christian, usually the Catholic wedding rite is the rite of marriage outside of a mass, so there is no confusion about the reception of Holy Communion. Check this link out for helpful information.

Because of problems concerning Eucharistic sharing which may arise from the presence of non-Catholic witnesses and guests, a mixed marriage celebrated according to the Catholic form ordinarily takes place outside the Eucharistic liturgy. For a just cause, however, the diocesan Bishop may permit the celebration of the Eucharist.151 In the latter case, the decision as to whether the non-Catholic party of the marriage may be admitted to Eucharistic communion is to be made in keeping with the general norms existing in the matter both for Eastern Christians 152 and for other Christians,153 taking into account the particular situation of the reception of the sacrament of Christian marriage by two baptized Christians.
