No, but some type of penance is required every Friday. I abstain from eating meat on Fridays as my penance.
 
Different areas have a different set of rules. In America, for example, there must be some kind of penance, but it does not necessarily have to abstaining from meat.

Me too. 🙂 I do not eat meat and fast on Fridays for all of the Holy Souls in Purgatory.
 
Any guidelines on what constitutes an appropriate penance for these Fridays outside of Lent?
 
In the US, there doesn’t have to be an act of penance but it is recommended (with the exception of the days during Lent). catholic.com/magazine/articles/is-friday-penance-required

“As a result, there appears to be no legal obligation in the United States to practice penance on Friday, but Friday remains a day on which the bishops have urged all to do penance and, in particular, recommended the continued practice of abstinence.”
 
Just join in almost 2,000 years of tradition and abstain from meat. 😉
